Advanced RealTime Digital CCTV Installation
In late 2004 the Reserve Bank of New Zealand (RBNZ) went to market with a competitive tender to completely overhaul their surveillance and intercom systems.

overhaul their surveillance and
intercom systems. Having just
completed a successful access control
upgrade to Cardax FT, RBNZ was
looking to achieve similar results with
their CCTV and intercom systems.
Guided by their initial market
expectations and available budget,
RBNZ was hopeful they could replace
their obsolete Maxpro analogue matrix
switch and enter the world of Digital
CCTV with relatively modest camera
image rates of 6 - 8 IPS.
At the end of the tender process,
one solution emerged as a clear winner
on price, features and performance.
Nedax Systems (NZ) Ltd offered a
turnkey, fully digital CCTV and intercom
solution. The proposed solution was
based on the latest generation of Cieffe
Spectiva Real Time Digital Video
Management System and Jacques
Electronics IP Intercom. The solution
offered:
• a fully digital TCP/IP based solution
• real time (25 IPS) broadcast quality
video and audio performance for all
live and recorded cameras
• multi-compression support on per
camera basis (choice of Wavelet,
Enpacta or MPEG4 Main Profile)

Design Brief
The primary requirements of the
project as set out by RBNZ were
identified as follows:
• surveillance and recording of all site
cameras at full resolution, min 6 - 8
IPS, min 60 days archive length
• surveillance and recording of all
critical cameras at full resolution,
25 IPS, min 60 days archive
length
• maximum possible visual quality for
all cameras (100+ in total)
• removal of the analogue matrix
switch if possible
• upgrade of existing camera,
intercom and cable infrastructure
with minimum disruption to
operations
• seamless integration across all
three systems (Cardax FT
Access Control, CCTV and
Intercom)
• 99.999% system uptime for general
cameras
• 100% system uptime for key
cameras
• flexibility to easily relocate and
replicate the entire control room or
recording infrastructure
• mixture of analogue CCTV monitors
and PC LCD monitors at the control
room
• ease of maintenance
• future proof with upgrade path
• capacity and potential for future
expansion
The latest generation of Cieffe
Spectiva v2 Digital Video Management
System hardware offered a very
competitive, cost effective, high
performance solution due to its
advanced MPEG4 Main Profile DSP
based compression hardware delivering
real advantages and cost savings to thisproject. Full resolution, real time performance for the entire
system, broadcast level visual quality, motion detection and
object movement analysis along with extremely small image
file sizes (0.5 KB - 8 KB) were considered key factors which
significantly contributed to reducing the overall project costs.
The Jacques IP intercom range was selected for its fully
TCP/IP based architecture, real time network audio
transmission with low latency and consistent multi point
performance.
